I would have thought someone would have answered this one by now...
check out Half Moon Street, starring Sigorney Weaver and also Chinese Box with Jeremy Irons.
The latter is somewhat similar to Kowloon Tong, perhaps, but it was just a collaberation on the screenplay by Theroux, from what I understand, since he knew a lot of the issues at play in the British handover of Hong Kong?
